Understanding San Francisco’s Sleeping Area Ordinance (1103.7.6.1)
Have you heard about San Francisco’s "Sleeping Ordinance" but aren’t quite sure what it entails or how it affects your property?
Passed in 2017, Ordinance 1103.7.6.1—commonly referred to as the “Sleeping Ordinance”—requires that any residential building in San Francisco with three or more units and an existing fire alarm system must provide a minimum of 75 decibels (dB) of audible fire alarm sound in all sleeping areas. This includes bedrooms and living rooms, as living rooms are often used as makeshift sleeping spaces or have a higher likelihood of occupancy during emergencies.
To comply, many buildings need additional sounders installed in each bedroom and living area. This typically requires running new wiring—however, when done properly, it can be executed cleanly, even concealed in the wall, and with minimal disruption. At the same time, upgrades to the broader fire alarm system may be required by the San Francisco Fire Department when a permit is pulled. These enhancements could include additional smoke detectors, manual pull stations, or horn/strobe visual devices to bring the system up to code.
